Technical questions and discussions about using eclipse and eclipse-based tools, and developing plug-in tools should be posted to the newsgroups. Mailing lists at eclipse.org are intended for use by developers actually working on or otherwise contributing to day-to-day development. The development mailing lists are the way design and implementation issues are discussed and decisions voted on by the committers.
An archive link is available beside each mailing lists that provides access to mail archives in HTML form. This is a great way to monitor activity in the lists without actually subscribing, or to just catch up on things quickly. Archives are updated every hour.

regional eclipse communities (listed on the Regional Communities wiki page)
Regional Eclipse Communities are Eclipse users and contributors grouped by geographic area.
This list is used primarily as a mechanism for the Technology PMC to communicate with all Technology projects. It can, however, also be used for communication amongst the projects. The Technology PMC requests that each Technology project have at least one member (preferably the project lead) sign up to participate in this list.
